Oman tender opening results record the offers opened for a tender, including their type, status and, where the report includes it, total price. Article 27 of the Tender Law says results are announced electronically immediately after opening and may also be published by other means. On Esnad, use the opened tenders tab and its opening status report link. Read the report's status before comparing prices: opening a technical or financial bid does not establish the award.
Where to find opening results on Esnad
Start with the public opened tenders list:
- Select the opened tab on the public dashboard, which also has floated, awarded and cancelled tabs.
- Locate the tender using its number, name and entity.
- Follow its opening status report link.
- Read the offer type and opening status alongside any total price shown.
The opened list also shows each tender's procurement category with accepted grades, tender type with company type, actual opening date, tender fee and bank guarantee, and links to the tender notice and the document purchase details. The individual offers are in the opening report.
For portal guidance, see the Esnad e-tendering guide. If you are looking for opportunities to bid on, browse this week's tenders.
In the 1 November 2026 hub snapshot, 870 tenders were open for bids, and OmanPro held 21,929 Tender Board tenders at the opened stage and 32,683 awarded tenders.
How to read the opening report
The opening report, تقرير فتح المناقصة, identifies the tender number and has one row per offer. Its headings cover:
- Serial number.
- Company name.
- Offer type, such as the basic offer.
- Total price.
- Status.
Check the offer type before comparing rows. The evaluation guideline defines an alternative bid as one that differs in technical specifications from the original bid, is not below the specifications in the tender documents and complies with the tender's conditions.
Older opening reports have no total price column.
The report's status values distinguish "technical bid opened" (تم فتح العطاء الفني) from "financial bid opened" (تم فتح العطاء المالي). They describe the opening stage, so do not read either label as a statement that the offer won.
Technical and financial opening
Under Article 26 of the Tender Law, technical and financial offers go in one envelope by default. Depending on the nature of the tender, the Tender Board may decide that technical and financial offers, or others, go in separate envelopes. Confirm the arrangement for your tender in its documents.
The evaluation guideline defines the technical qualification score as the minimum a technical offer must reach to qualify for financial evaluation. The entity must disclose evaluation criteria and each criterion's weight or score in the tender documents. Technical evaluation must not be influenced by offered prices, especially under the single-envelope system.
A visible price alone does not tell you whether an offer reaches the technical qualification score. For the wider submission process, read how to bid on Oman government tenders.
What the regulation says about the opening session
Articles 37 and 38 of the Executive Regulation allow all bidders to attend at the set date and time. A bidder may delegate one or more persons, one of them Omani. Prices and opening results must be announced before all participating bidders, and no bid may be accepted or opened outside the set time.
Article 39 describes the session procedure. Envelopes are counted and numbered in an opening record, then opened in turn. The number of volumes in each bid is recorded. The bidder's name, prices and total bid value are read aloud and entered in a register. The official checks that the bid bond is attached and sufficient.
This is the procedure the regulation describes; the Esnad report shows the headings above. For related preparation, see the bid bond and tender fees guide.
What the figures do not tell you
A total in an opening report needs to be read alongside the price rules in the Executive Regulation:
- Article 34 gives effect to the price written in words. The Tender Board may accept a price written only in figures when the public interest requires. A bid based on a percentage discount off the lowest bid is not considered.
- Article 43 requires arithmetic checks before tabulation. Where unit price and total differ, the unit price is relied on. Where words and figures differ, the words prevail.
- Article 24 takes account of a price reduction received before the set opening time.
- Article 40 excludes a bid or amendment received after that time, even if the bidder issued it earlier.
- Article 45 allows a bidder to request correction of a typing or arithmetic error within 7 days of opening. The Tender Board or the entity decides the request.
The lowest visible total does not settle the award. Under Article 28 of the Tender Law, the Board may check whether an abnormally low bidder meets the conditions and can carry out the contract. Under Article 31, the best bid is chosen on the technical and financial criteria and bases in the tender documents. An entity seeking exclusion must give reasons; the Board is not bound to award the lowest or any other bid.
For how local content is evaluated, read the In-Country Value and local content guide.
After the opening
Article 33 of the Tender Law prohibits negotiation with a bidder to change its bid after opening, unless the lowest bid carries a reservation or reservations.
Under Article 20, bids are valid for 90 days where samples need no chemical analysis. The period may be longer where samples need analysis, or shorter for annual supplies and urgent works, but never less than 60 days. Article 29 requires a decision and notification to the winner before validity ends. If that is not possible, the entity asks bidders through the Tender Board to extend validity. Check your tender's documents for its applicable period.
If you are considering cross-border participation, browse international tenders and the guide to foreign companies bidding in Oman. Confirm any requirement the report does not cover in the notice, on Esnad or with the Projects, Tenders and Local Content Authority.
Check your tender match
